Plutarch compares Lykurgus King of Sparta versus Numa, who was the second King of Rome. In particular, for (reasons) Lykurgus' reforms lasted for hundreds of years in Sparta, whereas Numa's reforms did not. Plutarch also contrasts certain nuances of virtuousness between Lykurgus and Numa.
